28. Congratulate H.E. Uhuru Muigai Kenyatta, President of the Republic of Kenya, for his nomination by the United Nations as the Global Champion for youth empowerment;

29. Instruct the Secretariat to facilitate the establishment of a Regional Plan of Action on UN Security Council Resolution 2250 on Youth, Peace and Security in the Great Lakes Region;
